The Project Manager will provide overall Leadership for the Kulika and Stromme Foundation partnership project in Yumbe District. And oversee Inclusive education and lifelong learning interventions of the project, while supervising other project officers namely, the MEAL officer, Project officer – Bonga, and Project officer – Income generation and Job Creation.


Requirements

• Bachelor’s degree in education, Early childhood education, Special Needs Education, Social Work

• 5 years of work experience in implementing government or Reputable Non-Government Organization programs for basic or early childhood education, adolescent empowerment, and youth development

• At least two years experience in a project leadership role

• Post Graduate Diploma in Project Management or related field is an added advantage.

• Fluency in the language of the intervention area

• Good knowledge of early childhood development and basic education policy, legal and institutional frameworks

• Experience in working with refugee and host communities is an added advantage.

• Excellent report writing and presentation skills are a must.

• Supervise planning, resource allocation, and delivery of activities within the budget and scope.

• Maintain effective communication with stakeholders, manage risks, and monitor progress to ensure that the project stays on track and achieves the intended objectives.

• Supervise project officers including the MEL officer, Project officer – Bonga, and Project officer – Income generation and Job Creation.

• Serve as the official representative for Kulika Uganda and the Stromme Foundation partnership with district and settlement authorities.

• Enforce compliance with all provisions of the partnership agreement signed between Stromme Foundation and Kulika Uganda within the intervention area.

• Coordinate the development of comprehensive project plans by all project officers and ensure that they contribute to the overall and specific objectives of the project.

• Oversee the development of monthly, quarterly, annual, and other reports as appropriate by relevant project officers.

Oversee Inclusive education and lifelong learning interventions of the project.

• Coordinate community awareness campaigns for enrolling, supporting, and retaining learners in ECD and primary schools.

• Coordinate relevant training for caregivers, educators, and teachers in collaboration with Stromme Foundation thematic leads and project design.

• Coordinate the establishment and strengthening of parenting and Baba clubs in line with national guidelines on parenting and SF innovations for parenting and baba groups.

• Coordinate the adoption of saving group methodologies in parenting and baba clubs in close liaison with the CMSG officer and relevant thematic lead at Stromme Foundation

• Coordinate the formation of Bonga in school clubs in collaboration with the Bonga officer.

• Coordinate the establishment of school feeding programs, with emphasis on climate smart school gardens at ECD and primary schools supported by the project in line with the relevant thematic lead at Stromme foundation.

• Ensure that early childhood education and primary school education interventions are conducted in compliance with national and community educational policy, legal and institutional frameworks.

• Coordinate the training of school governance and ECD management structures in liaison with the District Education Office and the Education specialist at Stromme Foundation

• Mainstream all Stromme Foundation crosscutting issues (Gender, Disability Inclusion, Climate) in ECD and education interventions.

• Coordinate the renovation/construction of school infrastructure.

• Coordinate the distribution of teaching and learning materials.

Documentation, monitoring, and reporting

• Maintain an updated database of Early child development and primary school beneficiaries.

• Compile activity and periodic reports in appropriate formats.

• Participate in annual and quarterly review meetings for education personnel to reflect on the project objectives and overall progress and create spaces and opportunities for action-learning.

• Participate in all project data collection processes such as assessments, routine monitoring, and evaluations.

• Participate in Data Quality Assurance activities every quarter in liaison with Stromme Foundation.

• Document participants’ stories of change, and success stories to demonstrate project outcomes and impact.
